  1. I've freelanced in a totally different field of consulting. In my field, a freelancer would typically charge a minimum of 2x what a company would pay an employee to do the same work. For example, if the salary at a company would be $45/hr, the freelance rate would be $90-120/hr. Obviously, this depends on your expertise and how specialized/in demand your skills are. But make sure your freelance rate covers anything your employer would provide (overhead, benefits, etc). I'd also assume you're only billing 70-80% of your working hours (you need time to bid jobs and do administrative tasks), and your hourly rate should cover those un-billed hours. For example, if you want your rate to be $90/hr but you are only billing 80% of your hours, your rate needs to be $90/80% or $112.50/hr.
